categories w/o a default route, when used, will submit
the entry with a route of the same person who submitted
the entry... it's unlikely this person will be
handeling the request, so no one will be notified and
the request will go unnoticed and burried in the system...

This isn't limited to categories. Any ticket without an
explicitly set route will end up in limbo. This included
/anonymous/ web and email ticket requests. This is
extremely annoying as I'm mostly using this system for users
without accounts to open tickets. The requester gets the
verification and the ticket is set to use the sender's
address as the route in some cases.. (in the web interface
    of 0.96.2.1 at least.)

You can test it yourself at
    http://help.finowen.net/helpdesk/helpdesk.cgi?main=1&mode=2

After you submit a ticket, you will get a confirmation fine.
Now look at the ticket you just opened and note the route.
All categories are set to use default routes in the
    "Configure Helpdesk" page.

PS: I'd suggest raising the priority on this one as it makes
the system very inefficient if you're never notified of new
    tickets....
