#87 hpt scan Don't add origin if they missed

I notice that unlike SquishMail, HPT doesn't add an
Origin line to packed echomail messages if they are
missing when they're scanned out. There is a
FIDOCONFIG keyword called Origin presumably for this
purpose, but I set that, and still nothing, so I think this
may be a bug, but somebody more familiar
with HPT may want to test/fix this.
