I just upgraded to OSX 10.3.5 and am now getting the following error:
The version of the HTTPMail plugin installed requires MacOS X 10.2
I tried to install both the 1.41 and 1.40 versions of the plugin, but nothing's changing. I deleted then reinstalled my hotmail mailbox from Mail - and there is now no option to choose the account type "httpmail" if that matters.

You need to take a look in your ~/Library/Mail/Bundles folder and make sure that only the Panther version of the plugin is installed. The installer does not remove the old version of the plugin.
