Is it CRITICAL to stay up-to-date with updates? What I mean is, I've been using "gotmail". This perl script parses the HTML and fetches mail. Every time anything changes in the html layout of hotmail (even invisibly), you have to download the latest version of gotmail (if it's been updated yet) in order to download. Is this true of httpmail? Or does it not need to parse the HTML like gotmail? (I'm presuming people here are somewhat familiar with gotmail and to what I am referring.)

No, it is not critical. If you find a version that works for you and does everything you need then stick with it :)
The plugin is not affected by changes to the Hotmail web site because it doesn't use the web interface. It uses another interface provided especially for programs to use which does not change.
