There are actually some test entries maintained within the list. 

How about if the diagnostics page includes a test where it performs a query
on one of the test entries and checks for the proper response?

Maybe its possible to make some sort of back connect with the blacklist, so
when you start, its connect to the blacklist, which tries to connect to the
webserver and reports success (thus not being able to connect in some way?)

webserver starts -> mod_httpbl -> blacklist then blacklist (back connect
application) -> webserver (and fails because its
blacklisted)
then blacklist -> mod_httbl and reports the test went ok?

or is there a way to "fake" an blacklist entry? so i can add an ip and go to
the site to see it works.
