Hey Sam,

Seems like you are missing some files - think they are in the -dev 
packages of apache
try installing them and after that try compiling again.

Or else:
what apache do you have? and which version of http:BL did you download? 
there are two of them - one for apache1.3 and the other for apache2, afaik
