#9 Can't build postgresql driver

I'm trying to install hsql in windows xp. I can install the HSQL module, and configure HSQL.PostgreSQL, but, when trying to build it, it complaints it can't find libpq-fe.h, postgres.h and catalog/pg_type.h. I searched for them, but these files aren't in my system, and PostgreSQL 8.1 is properly installed. These files are mean to be supplied by HSQL?
