#2 hpec install for non-php programmers

I had several questions on how to install the hpec files.

These are the items I do not understand:

WUSER variable
WGRP variable
Doe these variable have to do with a .htaccess file
that I have set up for an hpec folder?

How do I run the $install? Is this through a cron job?
Is there any other way than using a cron job (if it is
via a cron job)?

How does the system read and keep track of the stats
from the auctions? Does it not make use of a SQL database?

Where exactly do I upload the HPEC files on my website?
