#31 hop close order.

If you close a really long change, it gets marked as
closed in hop, then checks the code in. If Point is on
the ball, they can hit hop apply while the change is still
closing. I figured this wouldn't be a problem, they'd hit
a cvs lock or something, and have to wait. But,
apparently they don't. Change gets applied, but with
only some of the files.

Just to clarify that: when it hits the point where the other one
is still checking stuff in, it removes the rest of the files in the
change from the user's hop tree.
