Hi Andreas,

both kind of declaring a new version make sense. Normally you don't change 
the namespace if the schema is only extended (because documents which valids 
against the old schema also valids against the new one), but change the 
version tag.

If the schema structure is changed, so that a documents valids against the 
previous schema does not valid against the actual schema, you have to change
the namespace.

But, these are only recommendation and they are explained in more detail 
somewhere in the deep of the XSD schema  specification ... ;)
