Too slammed right now to find the spec entry, but I can tell you that every EZMLM system (and I think Mailman too)  creates VERP addresses that look like this:

<issues-return-103-jeff=inf...@su...>

So no matter what the spec says, '=' is in widespread use.  I'd be really surprised if it's invalid.
