Updated web_app to the latest version and made the small changes that are needed.

This release includes full i18n support and l10n (translation) for Albanian and Croatian. It also contains the scripts bdii.php?type1+type2+type3 and ldap2mysql.py. There are also some small improvments and bug fixes.

This release reflects the change in the name of the application. It also contains some improvments.

The name of the project was changed to HGSM (Hierarchical Grid Site Managment), bacause there was already another program with the name gocdb (although it was not registered in SF).

Now the application is a working prototype.
It has a menu that is generated automatically from the DB. Made the homepage of the project and uploaded it at SF. Generated code documentation with doxygen and phpDocumentor.

Changed the structure of the application. The ROCs are implemented as well.

It is almost the same as the old gridrc.
