Trying to build 4.0 on linux mint with ooRexx, configure complains:
configure: error: --with-curses=yes does not specify a valid curses platform; THE cannot be configured

what would be a valid --with-curses value?

never mind... installed/built SDL2, pdcurses... then THE and ... it worked!
