#315 THE-4.0: non-root linux user exit with return status 31

In THE 4.0 when a non-root user runs a cd / and then THE, then THE exits immediately with return status 31.

  (0)$cd /
  (0)$the
  (31)$

I did some research and suspect that the exit 31 is from the.c at line 961:

  /*
    * Set up a temporary file name for output from PUT command to go...
    */
   if ( ( tempfilename = (CHARTYPE *)thetmpnam ( "TMP" ) ) == NULL )
   {
      cleanup();
      return(31);
   }

This bug does not appear in THE-3.3 (THE-3.3RC8)
