#69 Submit as closed to include solution

I would like to see either:

* Ability to turn off the "Submit as a closed issue" tick box.
or
* When selected an additional field becomes visible forcing the person entering the issue to complete the solution field.

I don't want my technicians leaving the solution box blank. I want an entry in every solution. Having the "Submit as a closed issue" means that we don't get entries into the system.
