#44 Store home page contents in the database

Would it be possible to have the home page contents
stored in the database?

We changed the homepage text to give our users
instructions on how to complete a ticket and the
information that is required but every time we update
that page has to be replaced.

if this info could be stored in the database it would
make upgrades effortless.

Also it would allow the info to be updated far more
easily than it is now.
