#187 Jessep() special procedure spec_procs4.c

I can not verify this via the my own local setup because
the libs do not support the bug.

Zone 173, Leaves of Silver, there is a crash bug
associated with Jessep() procedure on the "give"
command on the build site. I have not been able to
verify it on the playsite without excessive cheating, but
I assume it's there.

I wish I could narrow it down more, but like I said,
Leaves of Silver is not part of the distribution, and I am
not going to jump through 16 hoops to recreate enough
of it to test it out unless specifically asked.
