#163 Rent bonus for clans

Clan leaders are supposed to get 25% rent bonus,
however the game does not treat 25 like it would a 0 at
rosetta. With racial hatreds, alignment and charisma
clan leaders can get lower rent then the 25% minimum
they are supposed to get. You dont get less than 0 at
rosetta. This probably also applies to clan members.
