  fix(core): snapshot mode routing after acquiring the API lock

Read PTT and current VFO state after API serialization so a queued mode
request observes preceding PTT and VFO changes. Retain the cache-locked
snapshot to preserve coherent routing reads.

Extend the Dummy mode tests with deterministic interleavings for PTT on,
PTT off, and current-VFO changes while a mode request waits for the lock.
