  fix(dummy): bound network AGC level parsing

Peer-provided AGC level lists were parsed with a stale index and could write beyond the fixed eight-entry arrays. Share a bounded parser between the NET rigctl and Quisk backends, add regression coverage, and register the test in the 4.7 test lists.

  build(tests): compile AGC parser helper directly

Tests-subdirectory builds can reuse a stale dummy backend archive, which may omit parser helpers. Compile dummy_common.c directly into testnetrigctl so Automake rebuilds the code under test.
