The CAT command and set_mode()/get_mode() handling already existed; RIG_MODE_PKTFM was just never added to FT857_ALL_RX_MODES/FT857_OTHER_TX_MODES, so it was never reachable. - PKTLSB: the FT-857's CAT protocol has only one generic "DIG" mode command (0x0a), with no parameter to select LSB vs USB. The actual sideband is a value stored in rig EEPROM (address 0x0078, bits 5-7), the same location ft857_get_status() already reads to report PKTLSB/PKTUSB back via get_mode() -- but there was no corresponding write path. set_mode() now writes that EEPROM byte (via a new FT857_NATIVE_CAT_EEPROM_WRITE command, CAT byte 0xbc) to the generic "USER" DIG submode with the requested sideband immediately after sending the DIG command, so PKTUSB/PKTLSB round-trip deterministically instead of depending on whatever DIG submode was last set on the radio's own front panel. The write is skipped when the EEPROM byte already matches, to avoid burning a write cycle for no change. This mirrors the equivalent, already-upstream fix for the sibling FT-817 (#1308, commit acc42665e), which uses the same EEPROM-write mechanism at a different address (0x65 on the FT-817 vs 0x0078 here). Verified on real FT-857D hardware, both directions (PKTUSB<->PKTLSB) plus PKTFM, including confirming RTTY's existing auto-fallback to PKTUSB still behaves correctly.
