If WSJT-X is working you should be using the same options as WSJT-X since WSJT-X is using hamlib too.
What does our rig config look like in WSJT-X?

If I enter "rigctl -m 370 -r /dev/ttyUSB0 -s 9600 -c 88" at the command 
line and then enter a command like "t" or "v"
they error message get_ptt: error = Communication timed out (in this 
case i did a "t" command).

The radio is attached to computer as both fldigi & wsjt-x can control 
the radio.

My user is a member of the dialout group.

Any ideas of what I need to do to get hamlib talking to my radio.

I have attached a copy of my command session with a -vvvvv.
