I'm not the Icom expert, but I'll take a shot.  Looking at the ic7600
backend source code, the default address is 122 (0x7a hexadecimal).
Have you tried it without the -c|--civaddr parameter?

Please try your rigctl by adding -vvvvv before the F command.
