Just another thought, Adam. Have you tried setting either --set-conf=dtr_state="ON" or --set-conf=rts_state="ON" independently or at the same time? The rigctl -L output hints that these parameters "Serial port set state of RTS|DTR signal for external powering". Maybe that will help? I know that I have to set DTR ON in Fldigi with my ZLP interface for the FT-817, although it's not a USB device.
