[Hamlib-developer] Building from source on Windows

Greetings.

I'm looking into coding up a back-end for the Yaesu FT-950, and
I would like to set a baseline of doing a stock build.  (To make
sure I can get everything right.)

However, I am unable to get the build to work.  This is being
done under Cygwin with the 1.2.7 sources.
