#22 Create Halef restart web service

Dear Alex,

Restarting Halef (e.g. in the event of a crash as tracked by Ticket https://sourceforge.net/p/halef/tickets/21 ) is rather laborious and requires one of the admins to take manual actions. Instead, it would be helpful to allow users to restart a Halef instance on their own by using a simple web service. For example, this web service could be part of the logging interface you are creating as part of Ticket https://sourceforge.net/p/halef/tickets/15 .

Created a script

/home/tjr/halef-cairo/cairo-VM/scripts/relaunch.sh

that does restart both Speech & VXML servers from the speech server console.

However, it is a possible security threat to give "nobody" an ability to execute scripts with administrative permissions.
