DSO's Eclipse Kepler that he used to build OpenVxml, and which I was also able to use to build it. I also verified that a war exported from it was runnable in our RESEARCH environment.

The kepler for building can build OpenVxml_source, and that can be run to provide a usable IDE. Still need to export a war and verify it deploys okay.
