Help isn't working for me either (though I must admit that I didn't try it until just now). In my case, the files were actually installed into /share (for some reason GNOME was blank in the Makefile). But if I move it to /usr/share/gnome/help/ , I still get the same error as you. My best guess is that it has to do with changes in the configure/make process, since there don't seem to be any significant help-related changes between the two versions, but there are some configure changes that that could be a side-effect of.
