I suggest you drop back to gwc-0.19-2, it doesn't do the mp3/ogg 
encoding.  Charles Morgan has been working on the encoding side of 
things (and doing a great job of it by the way), and it will do the 
encoding directly using the "lame" or "oggenc" programs, so you won't
have these conflicts.
