GWC is meant for linux operating system and not for Windows.
But there is another freeware editor that can be used on Windows and it 
is called Audacity.
Though it is designed to be a multitrack recorder/editor, it has click 
and hiss filters and many other features that may be what you want.
It is more like Adobe Audition. I don't know how good their filters are, 
but it may work for you.
See their webpage at http://audacity.sourceforge.net.
Note they have separate downloads for Windows, Linux, and MacOS so make 
sure you get the one for Windows.
