WinZip should be able to open it. You may need to rename the file from
gwc-0.21-11.tgz to gwc-0.21-11.tar.gz

The file you have downloaded is the program source code. The source code
needs to be compiled into a program.

Unfortunately for you, this program was designed to be compiled and run
on Linux. Its extremely unlikely it will compile on windows.
