#205 ToolTips tabs from Concrete workflows' job configuration interface - behind the interface

When clicking the help or information button from the Concrete Workflows' job configuration interface, the help or information window appears behind the interface - thereby making it unreadable unless the user closes the interface window.

Several ToolTips have been tested, and appear to be the same.

The case occurs in 3.6.2 as well. However other than GEMLCA submitter types do not have such outdated info windows anymore.

The same occurs when clicking the ToolTip (circled on the attached image bug205pic2.png), regarding the submitter type glite.
In the case of all submitter types bar GEMLCA, there is no text in the ToolTip (the Configuration interface requires resizing to find the ToolTip hidden behind.

If the circled TootlTip link is outdated, please have them removed or all submitter types.
