I would suggest using gstreamer. You're going to need to use the TI DSP libraries to do encoding; I don't think the CPU can handle even 10 fps encoding by itself. Also, from our testing, the Wifi and an external Ethernet dongle hooked up via the OTG port were both too slow to stream even 20-30 fps of live encoding.
