I'm not sure why the zero length files exist in buildroot_arm_nofpu/root/dev. The way the initial device nodes get created is through the file target/generic/device_table.txt This gets passed to the mkfs.jffs2 utility (I think that's what its called anyways). The nodes get created inside the jffs2 image.
