#123 Auto-move illustrations to paragraph breaks

When an illustration tag is preceded by an asterisk, *[, move it to a paragraph break; doesn't much matter whether it's moved up or down, or prompt the user for a direction.

When an illustration tag is the only content on a page, even though it's not preceded by an asterisk, prompt the user for a direction, up/down/don't move.
