I've just done some testing with a fresh install of Ubuntu 11.10 and it worked fine.
I believe you may be perceiving things as if Gnotime is not loading the data file because the default configuration shows only the "Importance" column of the project tree (due to the sizing of the columns). If you scroll the projects tree to the right, you should be able to see your project data and also resize the "Importance" column so you are able to see the others.

It installs ok and will write a new project to the xml data file …. but on my installation it will not READ that file back.
