[gts-general] Creating a solid from a closed figure

I have a series of points and edges on a single plane that form a closed
figure.  In my example, the points are on the X,Y plane with Z set to 0
for all points.  I want to create a surface (in this case, a single
polygon) from this vertex/edge collection.  Is there an easy way to do
this using the GTS library?
