please also keep in mind that new plugins may have been installed, and so the
list of plugins in the registry may be out of date.  indeed, new plugins may be
installed which are several levels deep of dependency.

(for example, a new libvisual plugin, which totem needs to know to present in
its preferences dialog.)

at various times, a complete disk scan needs to be made.
