[gscan2pdf-announce] scantpaper v3.0.20 released

Changes compared to v3.0.19:

* Accept fractional values in the numeric spin-button scan options (e.g.
   the scan-area fields `br-x`, `br-y`): typing a value with the locale's
   decimal separator (e.g. `115,2` mm in a German locale) now keeps the
   fraction instead of rounding to whole millimetres. Whole-millimetre
   values still display without trailing zeros, and the arrow buttons
   step by whole units while preserving the typed fraction.
* Enforce the locale's decimal and grouping separators strictly when
   typing numbers: in a comma locale a period is now rejected (`115.2` no
   longer silently passes) instead of being accepted alongside the comma.
* Extend the same fractional entry to the page-properties resolution
   fields and to the blank/dark-page and unpaper white/black thresholds:
   they accept the locale's decimal separator, reject a non-locale
   separator or non-numeric text at commit time (the previous value is
   restored), and display whole values without trailing zeros
   (e.g. `300` dpi, `0,9` threshold).
* Fixed cancel button in paper size editor
* For people destructively scanning books - a new "Alternate rotation
   every 2nd page" option in the scan dialog's Postprocessing tab for
   flatbed batches: odd pages are rotated by the configured facing angle
   and even pages by that angle plus 180 degrees, so the fronts and
   flipped-over backs of a destructively scanned book all end up upright
   without rotating every other page by hand afterwards.
