[gscan2pdf-announce] scantpaper v3.0.18 released

Changes compared to v3.0.17:

* Generate thumbnails with high-quality resampling
* Rescue intact settings from an unreadable configuration file instead
   of resetting everything to defaults, keep the original as a backup at
   `~/.config/scantpaperrc.old`, and tell the user what was kept. Wrongly
   typed values are corrected when possible, and the broken file is never
   silently overwritten.
* Fix the scan dialog crashing on startup for profiles written by
   gscan2pdf 2.x that contain scanner options but no frontend options.
   Such profiles are now loaded with empty frontend options instead of
   aborting the application.
* Fix a startup error when crashed-session files are found in the
   temporary directory: the restore dialog could not be built because the
   file paths were passed to the list as native paths instead of strings.
