I put this feature in as a request for someone with a full-duplex
scanner that didn't get the rotations right.

You are correct that the facing/reverse rotate options do not tie up
with the facing/reverse scan options. This is a bug. Please file a bug
report, preferably against the Debian package[1][2]. You do not need
to be a Debian user, or set up an account to do this.

A workaround in the mean time is to scan the facing side with rotate
both 180 selected, and the reverse side with no rotate options.
