I'm not too sure what information is relevant so I'm going to list as much as I can. The computer is a surface pro 3. A bootable usb of mint gives me the same menu. All drives can be seen using ls and the only drive I am unsure about is a drive labeled "SYSTEM" where there is an efi file that contains directories Microsoft, Boot, and grub2win

I'm pretty sure your EFI firmware is not set properly. Please try the following:
If you can get into Windows, run C:\grub2\grub2win.exe
On the main configuration screen, click the "Set EFI Firmware Boot Order" button then set Grub2Win as the default. Re-boot and you should be good to go.
If you cannot boot Windows, you will need to go into your machine's firmware configuration to manually set the EFI firmware order. The steps for doing this vary from machine to machine, so you will need to consult your machine's user manual.

Your EFI firmware boot order is incorrect as I pointed out earlier. You will need to set the firmware order manually if you want Grub2Win as your default boot manager. Please consult your motherboard or laptop manual for the procedure to set the firmware order.

Is this a BIOS or EFI machine?
Where did you change the default boot? In Grub2Win or Linux or elsewhere?
Does the Grub2Win menu come up?

EFI changed the default boot in Grub2win. Grub2win never shows up. I'm pretty sure I changed the default boot to a linux mint iso

I'm pretty sure your EFI firmware is not set properly. Please try the following:

Hi Van,
I need some more info to better understand the problem.
Please boot into Windows and run C:\grub2\winsource\xxdiag.bat.
This must be run by right-clicking and selecting "Run As Admistrator".
The bat file will create a directory C:\grub2\diagnose which contains a great deal of diagnostic information.
Zip up the C:\grub2\diagnose directory and send it to me as an attachment.

In looking at the diagnostics, I see that your EFI firmware is set to boot in the following order:
The USB drive
The Windows boot manager
Grub2Win
Ubuntu
Have you tried booting without a flash drive plugged in? Some motherboard firmwares alter the boot order when an active flash drive is detected.
