With this update, I was able to import waypoints with reckless abandon. Tracks too! Like Joey, I'm on Debian (etch), and just got the Garmin GPSMap 60CSx. I'll be upgrading to gpsbabel 1.3.3 from 1.3.2 as soon as I stop playing with my new toy and upgrade my Debian system to the new testing. In the meantime, the current version is uploading and downloading waypoints, routes, and tracks just fine. Thanks! Here is replacement text for the above page which fixes a typo, notes that the Ubuntu section covers Debian as well, and fixes how the content of /etc/modprobe.d/blacklist is rendered.
