currently NOT. The best way for SuSE (open-) is the source rpm. Download the 
file and make a rebuild:

rpm --rebuild gpsbabel-...src.rpm
rpm -Uhv /usr/src/packages/RPMS/[PLATFORM]/gpsbabel-...rpm
