For whatever it's worth, I picked up the linked file and attempted to pull it into Garmin MapSource Topo USA 5.0. The real problem here, it would seem, is that there are duplicate waypoint ID's. I went through and cleaned out dups and the file loaded flawlessly. I'm not sure if it's possible for a PCX file to have more than 6 characters for a waypoint ID or not. I tried some hand editing of the file and any time you deviate from the 6 character field, it has "issues". Apparently MapSource has expectations that the data be in fixed positions :( Perhaps there are other versioned PCX5 (other than 2.09) files that support something larger than six characters for an ID. Anyway, if you can manage to get unique waypoint ID's this file should load into MapSource without issue.
