I already answered this, but <name> is an optional tag in GPX.  If you are
using a reader that *requires* this tag, the maintainer that program needs
to review the GPX specification at
http://www.topografix.com/GPX/1/1/#type_trkType

If your question is actually "Can GPSBabel create <name> tags for tracks
when none exist in the source data to help me use a GPX reader that's
broken in this way?" see the title option of
