1.3.6 isn't a bundle. If you move it outside the .dmg, you need to manually put the command line GPSBabel in a system path so it can be found. The 1.3.7 beta is more "Mac like" in this regard - it's a bundle and can therefore just be dragged and dropped into Applications without you needing to know that you're copying a couple dozen files behind the scenes - it's all one assembly to you.
