Charles I routinely suck in a local file as that is how I import from spacetrack. If you say import from local files it works ok. Ubuntu 13.04 has a glitch in the dialog that appears but other than that everything works fine. Just select the directory with the file and go. It should be painless. Things that would goof it are having the same catalog id as another but it has a more recent tle. Otherwise, it is unclear here.
