Gphotos2 doesn't detect any photos on a PowerShot a700 camera when there's less than 2 photos on the camera.
It has been tested 3 times.

/MISC /DCIM and /DCIM/100CANON
Nothing more. There is not really much we can do.
Are these images marked hidden somehow?
You are right, the bug is on the camera itself. I tested this on Windows with Picasa also and get the same result, the photo isn't hidden.
