#1424 GCSM INOP

There was an error dialog box open on the monitor when I came into the office. GCSM app was open and SYNC was grayed out. Tried closing the app and the task, no help. Tried restarting the PC, no help. The app is open, but SYNC is still grayed out. It will not function. I have not removed and reinstalled. Please help.
